Quest Steps
Speak to Duke Horacio and receive an air talisman.
Go to the Wizards' Tower, south of Draynor Village (faster to get there with glory amulet if you have one, otherwise just walk southwest from Lumbridge).
Speak to Wizard Sedridor in the basement of Wizard's Tower.
Take the package he gives you to Aubury in Varrock, who is in the rune shop south of the East bank.
Talk to Aubury twice. You will get some notes from him.
Speak to Wizard Sedridor again. Quest complete!
Reward:
Access to the Rune Essence Mines.
